    John K. Murphy, J.D. M.S, PA-C, EFO, is a career firefighter beginning his fire service as a Firefighter/Paramedic and retiring as a Deputy Fire Chief after 32 years of service.  Mr. Murphy is an attorney licensed in Washington State focusing on fire services issues, liabilities and risk reduction and assisting members of the community with their legal needs. He is a consultant, national lecturer, educator, author and legal columnist. He is also a blogger and member of Fire Service Court Blog Talk Radio Show with Fire Engineering and a keynote speaker. He is also a National Fire Academy (NFA) Instructor and Associate Professor at the University of Florida’s Fire and Emergency Services program.

    Kenn Fontenot

    Kenn Fontenot is a charter member and first fire chief of the LeBlanc Volunteer Fire Department. Kenn is a principal member on the NFPA 1001 standards committee and alternate member of NFPA 1021, served for 12 years as the regional fire training coordinator at the Louisiana State University Fire and Emergency Training Institute, and is a past-president of the Louisiana State Firemen’s Association. He holds an associate degree in fire science.

    Jason Decremer, PhD

    Jason Decremer, PhD, is the director of Certification for the Connecticut Commission on Fire Prevention and Control. He is responsible for over 40 levels of national certification testing for approximately 30,000 firefighters statewide. Decremer has been a member of the volunteer fire service for 20 years. He also is an adjunct professor at the University of New Haven and Goodwin University, teaching courses in Homeland Security and Fire Administration. He has taught Recruitment & Retention courses across the nation, most recently as an instructor with the IAFC. He received his PhD in public policy and administration from Walden University and a master’s degree in curriculum design and education from the University of Phoenix. He lives in Southbury, CT with his wife Carina and three children.

He served as the Fire Chief for the City of West Des Moines, Iowa and the Town of Menasha, Wisconsin.  Don served with the City of Seminole Fire Rescue in Seminole, Florida for ten years as the training officer.     Kevin D. Quinn

    Kevin D. Quinn joined the fire service as a volunteer in 1976 with Station #3 of the Union Fire District in Rhode Island and retired as Deputy Chief of the Union Fire District. Chief Quinn continues to respond to fires and alarms as an active volunteer with his original station #3. Chief Quinn holds a Master of Science in counseling and educational psychology and a Master of Science in education. He retired in 2007 from the public education system.  Chief Quinn has represented Rhode Island on the NVFC’s Board of Directors for over 36 years, is the immediate past chair, and is currently serving as First Vice Chair as well as Vice Chair of the Health and Safety Committee.

    Don Cox has served as a firefighter/paramedic for over 40 years in Iowa, Wisconsin and Florida.     David Michaels

    David Michaels currently is the Vice President of Education, Training and Consulting with VFIS. In this role, David is responsible for the training education and consulting services provided to VFIS clients.   His organization provides training to over 20,000 fire/ems personnel annually.  He has over 34 years of fire service experience including volunteer and career. Prior to joining VFIS, David spent 28 years with the York City Fire Department in York, PA retiring in 2019 as the Fire Chief.  David obtained a Bachelor’s degree from York College of Pennsylvania and his Master’s degree from Grand Canyon University.  David is also a graduate of the National Fire Academy’s Executive Fire Officer Program. 

    David holds numerous nationally recognized certifications including Fire Inspector, Fire Instructor, and Fire Officer. He is also a certified EMT and Building Code Official

    David is associated with professional organizations including the Pennsylvania Career Fire Chiefs Association, IAFC, the NVFC, Pennsylvania Association of Fire Code Officials, and NFPA. 

    David is a former Executive Board member of the Pennsylvania Career Fire Chiefs Association and currently serves on the board of the Pennsylvania Fire and Emergency Services Institute He also is a member of the Congressional Fire Services Institute’s National Advisory Committee.

    Bill Gardner

    Senior Director of Fire Products at ESO, Chief Gardner retired in 2019 as the Fire Chief in Leander, Texas. After retiring from his fire service career, he returned as volunteer Sr Advisor at Leander Fire.  Bill began his firefighting career in 1985, working at various Municipal Fire, Emergency Management and Emergency Medical Services Departments. He was recognized twice as the Paramedic of the Year (1999 & 2001) at Austin/Travis Co. EMS, received a nomination for International Association of Fire Chiefs for the Fire Chief, Central Texas Firefighter of the Year, and was a finalist for Texas Firefighter of the Year. Gardner also served as the President of the Texas State Firefighters and Fire Marshals’ Association.

    Tom Miller

    Tom Miller is a 35 year veteran of the Sissonville Volunteer Fire Department in West Virginia and has served on the NVFC Board since 2008.  He has held many positions of leadership within his department and currently serves on the Department's Board of Directors in addition to being an active firefighter.  Tom is active in the West Virginia State Fireman's Association and currently serves as its Scholarship Chair.  Tom holds many certifications including, but not limited to: Firefighter II, Fire Officer II, Hazardous Materials Technician/Incident Commander, Swift Water Rescue Technician, Vehicle Machinery Technician, Rope Rescue Technician, and Fire Instructor III, and is an active Instructor with West Virginia University Fire Service Extension.  He serves on the NVFC's Health & Safety and Conference/Education Committees.  Tom also represents the NVFC on the NFPA 470 Technical Committee and the NFPA Joint 1001/472 Task Group.  In his paying job, Tom is employed as the Privacy & Security Officer for the West Virginia Department of Administration.

    Kevin McGee

    Kevin McGee is a 40 year veteran of the fire service to include 11 years as chief of the Prince William County Department of Fire and Rescue and currently is the Executive Officer to the IAFC CEO.  Chief McGee is the Chair of the IAFC Terrorism and Homeland Security Committee.  Chief McGee holds a Master's of Public Administration degree from George Mason University.

    David Hall

    David Hall is the Director of University Safety at Missouri State University in Springfield, Missouri. He retired as Fire Chief from the Springfield, Missouri Fire Department, where he served for 28 years and prior to that, he served as a volunteer firefighter for seven years. David serves on the IAFC’s Terrorism and Homeland Security Committee and was the IAFC representative for the Technical Committee for NFPA 3000 provisional standard.

    John (Jack) Sullivan

    CSP, CFPS

    Jack became a firefighter and EMS provider in 1972 and eventually served the Paoli (PA) Fire Co. as Deputy Chief. He has also served as a firefighter in Chesterfield County, VA, and as Lt. and Safety Officer for Lionville (PA) Fire-Rescue. Although retired from active emergency response after 23 years of service, Jack serves as the Director of Training for the Emergency Responder Safety Institute (www.respondersafety.com). Jack is a member of the Safety, Health and Survival Section of the International Assoc. of Fire Chiefs (IAFC), the International Society of Fire Service Instructors (ISFSI), and the Fire Department Safety Officers Association (FDSOA). He is a Principal Member of the National Fire Protection Association (NFPA) Technical Committee for Traffic Incident Management Professional Qualifications which developed NFPA 1091: Standard for Traffic Incident Management Professional Qualifications (2019). In January of 2018 Jack was selected to receive the 2018 Fire Dept. Safety Officers Assoc. (FDSOA) Dave Dodson Lifetime Service Award and in April of 2019 Jack was recognized with an “Excellence in Instruction” Award from the International Society of Fire Service Instructors (ISFSI).

    Jack graduated from the Co-Op Program at Drexel University in Philadelphia in 1978 with a B.S. in Business Administration – Management. He is a Certified Safety Professional (CSP), and a Professional Member of The American Society of Safety Engineers (ASSE), where he has served as President of the Colonial Virginia Chapter. He is also a Certified Fire Protection Specialist (CFPS). 

    Jack is a subject matter expert on roadway incident operations and emergency responder safety and promotes proactive strategies and tactics for protecting emergency workers from being struck by vehicles while working on or near roadways. He is a Technical Member of the National Committee on Uniform Traffic Control Devices (NCUTCD) and currently serves as the Task Group Leader for the Temporary Traffic Control Committee that is responsible for Chapter 6i of the Manual of Uniform Traffic Control Devices (MUTCD). Jack teaches Traffic Incident Management & Responder Safety Workshops for multi-agency emergency responder groups for the Emergency Responder Safety Institute and he is a Master Instructor for the FHWA SHRP 2 Traffic Incident Management Train-the-Trainer Workshops being taught nationwide.

    As Director of Risk Management for Emergency Services Insurance Program with McNeil & Co, Dave works with emergency service organizations across the US . He is the Past Chief of The Cortlandville Fire Department in Upstate New York and A Fire Commissioner in the Virgil Fire District. Dave serves Cortland County as a Deputy Fire Coordinator and is a Director for the Association of Fire Districts in the State of NY. Dave served as the Foundation Secretary for the NVFC. His experience also includes being Treasurer of several non-profit organizations and a Board Member for the First National Bank of Dryden.
